U.S. DOT Substance Abuse Professional

A Substance Abuse Professional (SAP) evaluates covered employees who have violated a U.S. Department of Transportation (DOT) drug and alcohol program regulation. A SAP advocates for neither the employer nor the employee. His/her function is to protect the public interest in safety by professionally evaluating the employee and recommending appropriate education and/or treatment, follow-up tests, and aftercare. A SAP represents the major decision point (and in some cases the only decision point) an employer may have in choosing whether or not to re-employ an employee in a DOT covered safety sensitive position.

All SAPs must possess certain credentials established by the DOT and in addition must have passed a test administered by a nationally recognized professional or training organization. Not all drug/alcohol counselors are certified to complete DOT assessments.

Involvement with a SAP will consist of an initial interview and related testing. Based on this interview, the SAP will make a recommendation for an appropriate level of drug/alcohol treatment. In conjunction with the employee, he/she will make a referral to a program that will meet the employee's needs. Once the employee has completed the recommended treatment, the SAP will complete a follow-up evaluation to determine whether or not the employee has completed the treatment initially recommended. At that point, the SAP will inform the employer about the employee's status in complying with treatment recommendations and his/her potential eligibility for placement in a safety sensitive position.
